If you're looking for less than 4000 IP addresses, just ask your bandwidth provider. I am not sure about RIPE, but last time I checked with ARIN, the minimum number of IP addresses they would give out was 4096. If you want less, you're supposed to go through your upstream provider(s).

I think RIPE and APNIC would do micro assignemnts, such as /22 and /23 last I check if you have your reasons for it.

Our bandwidth provider can provide us with ip address as and when required but thats about it
If that's the case your provider should be able to SWIP/Register them to you. If they can't then:
1. They don't know how to do that.
2. Their upstream "reassigned" them IP space instead of "allocating" them IP space. People who have "reassigned" IP space cannot SWIP/register that space to users. People who have "allocated" IP space can.

RIPE wont accept that as justification to allocate you your own IP's - you'll be "instructed" to go to your upstream.
AFAICR the only way to get PI space is either have own AS# and be multihomed through multiple upstreams or to becoem a RIPE member LIR and get you're own PA assignments.

Correction: Utilization of 8 Class C's or /24's required before ARIN will give up a /20

Something important to note about the truly micro allocations is that some times they arent world routable.
The true micro allocations are intended for use at public peering points (for the routers there) and other things wich dont need to be world routable .
Be fore warned
Also , get your own AS number (become multi homed , even if its only a small secondary link) and just get them to sub-delagte the IP address space to you .
This wont have your company listed as primary , but when they do the whois on the IP your company will come up as well :-)

I think a /20 already exceeds what you call "micro", DN.
