I believe the ARIN policy for co-located companies is that the company must first obtain IPs from their upstream. Once they have reached or exceeded 16 Class Cs they may request from ARIN and then must return the old blocks to their upstream (Can we say pain in the rear )

It is a pain in the *** process, but everyone sucks it up and does it. So why shouldn't you? :-)

We're getting our own block from ARIN soon, and we gonna have to renumber lots of customers out of old block we have been reallocated from upstream... Yes its pain in the *** to go into politics of having customers change stuff, but too bad that's the way it works

Oh and did I say, our DNS servers moving into new IP space. I can only imagine customers moaning and screaming having to change TCP/IP settings on hundreds of their computers. How pitiful for those who don't use DHCP on their campus.
