It's quite possible, we've looked at it before. If you're going to do it, it's well worth looking at this property management company:

RedBus 1 is based on Floor 8 of this office block, if you get a small office there, you can use the suppliers based in their facility. Instead of paying out for leased lines, you'll just be paying for cabling within the same building. We didn't look into it far enough to know, although all offices in the block maybe covered by UPS's, Air-con and Generators.

At a 2000 NTT/Verio partner conference, Sean Brophy, one of the founders stated their Dulles, VA facility cost $600 per square foot to build; and runs $300 per square foot to operate.
You can do the math from that point.

No wait...you also need to find some unemployed people to run the damn thing on a cheap salary
