Paypal consumers' resistance?
I think the general deterent is that PayPal often requires an international user to verify a credit card before making a payment. Now I have been in contact with PayPal regarding this and it was mentioned that this is true...to an extent. New PayPal members can send upto $750 payments before verifying. After verification the limit is removed. A payment of this size should be more than enough for your average eShopper.
Good luck.

Sorry now I re-read your post over mine, I more clearly see your caveats

Paypal doesn't actually allow payment transfers from all nations but a select group only and that can be a burden if you are marketing internationally.
Personally, I still cannot get over that mindset that Paypal was made for auction sales and person-to-person transfers and not for web hosting sales and thus does not seems an appropriate means of transfers.

Basically anyone can get a paypal account. Getting a merchant account or even having some other third party processor gives a business more leverage & legitimacy.
When you apply for a merchant account, you get checked out & so does your business. A lot of people understand & know this. They know then that if they buy something from you - it is pretty much of a guarantee that they are going to get it. If not, they get their money back. True - the same thing happens at Paypal but also at Paypal, the consumer has to sign up. This is usually a deterent. I do know that Paypal is BETA testing a new application in which the consumer does not have to sign up, so maybe that will give Paypal a little more coverage.

I think PayPal can be ok as a secondary means of accepting payment but as Corey and others have mentioned, having your own merchant account gives you a greater perception of legitimacy as a business, and I would not recommend using PayPal as your main method.
Remember... what all of US think doesn't really matter, it all comes down to what the typical consumer things. And a lot of them are very fickle about a whole lot of things.
The way a site looks, the way the particular shopping cart or ordering system operates, can they find a phone number, can they accept my such-and-such credit card, etc. and the list goes on and on.
We also live in a world of MANY options... so it is important to make any signup process as easy and "no brainer" as it can be which means that any step that complicates it, confuses people or otherwise causes them to be inconvenienced... can be a definite detriment.
