Odd ad subjects

Every so often I have Google return rather odd ads on my pages. For example, ads in Spanish? I thought the ads always related to the subject matter of the content.

Does anyone know where they pick up the key words? Is is simply the closest text or by <H> tags or something else?

actually I think the ads are geotargetted, so depending on your location you might get ads in your language. if however advertisers choose not to target their ads based on visitor locations you might get ads in japanese or so as well, I reckon.
